A neighbor in Lake View Terrace filed an Appeal regarding the proposed Solar Farm next to All Nations Church, located at 10000 Foothill Blvd., which will be a solar electrical generating business selling electricity to LADWP. This enterprise is being allowed by the City of L.A. with no discretionary action to allow a business within the RA1K and RE401K zones. There is no code in place to regulate his activity in any zone.
The vehicle to create these “by right” projects is the LADWP FiT (Feed-in-Tariff) program. The appeal includes sites already accepted in the 2nd tier (one tier every six months). You will probably see these farms within your area soon, particularly if you are in the North East Valley.
This case exists because this venue is within a Specific Plan that addresses landscaping and fencing and assumes that the use is allowable within the zone. Otherwise, there would be no basis for the appeal.
